    A decent man would resign. Hammond? I doubt it. The existing and planned naval bases in the Gulf need to be safe and “The Yemen” poses an on-going threat with its links to a number of hard line Islamic factions. But conducting an air war by proxy through Saudi Arabian forces will not bring regime change in “The Yemen”. Only infantry boots on the ground have any chance of winning the day and the Saudis have no desire for a war on the ground. The Yemeni would make mincemeat of them. So the “stand back and bomb” philosophy will be maintained for some time yet.
